Downtown West Chester Holiday Parking: 2026 Dates and Fees

October 15, 2026

Between Black Friday and mid-December, downtown West Chester will run on three different sets of parking rules. Small Business Weekend makes the meters free. Parade night falls on a First Friday, so the meters are free that evening too, though the parade closes many of the same blocks. Christkindlmarkt charges a flat $20 at every Borough-owned garage on a Saturday when street parking is already free until 5 p.m.

Each announcement adjusts the borough's standing weekend schedule, and most of the hours it advertises as free were already free under that schedule.

The schedule every holiday rule starts from

The Downtown West Chester parking page spells out the regular schedule, and every special event this season builds on it.

  • Monday through Wednesday: on-street enforcement from 8 a.m. to 10 p.m.
  • Thursday and Friday: enforcement from 8 a.m. to midnight.
  • Saturday: on-street parking is free until 5 p.m., with enforcement from 5 p.m. to midnight.
  • Sunday: on-street spaces, surface lots and garages are all free. The one exception is the Chester County Justice Center Garage.
  • Every First Friday: on-street parking is free after 5 p.m.
  • Time limit: downtown street spaces have a three-hour maximum, and extensions aren't allowed.

Meters cost $1.50 an hour at every on-street and surface-lot space under the Borough's fee schedule adopted August 19, 2026. The Bicentennial Garage at 20 S. High Street and the Chestnut Street Garage at 14 E. Chestnut Street both charge the same hourly rate, with a $9 maximum for seven hours. The Chestnut Street Garage also has short-term pay-and-display rates on its first level, starting at 50 cents for a half hour and topping out at $2 for two hours.

This is also the first holiday season with a new payment system. As of June 1, 2026, the Borough takes street parking payments through ParkMobile, and Flowbird is gone. All parking downtown is cashless. You can pay in the app, by texting "PARK" to 77223, by calling 833-785-1205, or at a kiosk. If your phone still has the old app from last December, it won't work this year.

Gay Street will also be open to cars this time. The Open-Air Market season, which closed the street every weekend from May through September, ended September 27 and returns in May 2027.

Small Business Weekend: the free days that count are Friday and Saturday night

For Small Business Weekend, Friday, November 27 through Sunday, November 29, on-street parking is free. The promotion applies only to street spaces. Lots and garages charge their usual rates.

Compare that with the regular schedule. Sunday was already free, and on Sunday the garages are free too, which the promotion's fine print doesn't mention. Saturday street parking was already free until 5 p.m. So the promotion actually adds two blocks of free time:

  1. Black Friday, which would normally be enforced from 8 a.m. to midnight.
  2. Saturday from 5 p.m. to midnight, the dinner hours.

That's when the promotion saves you money. If you plan to spend most of Sunday shopping and want to stay longer than the three-hour street limit, the garages are free that day anyway, and they have no time limit to watch.

The West Chester Railroad's Santa's Express runs November 27, 28 and 29 from 230 E. Market Street, so the trip lands inside the free-meter window. Tickets go on sale November 1. On Sunday, November 29, the Christmas Tree Train makes its first run of the season. It's a single 8 a.m. departure from Market Street Station, and this year it partners with Wiggins Tree Farm. Santa doesn't ride that train. Sunday-morning parking is free there with or without the promotion.

Parade night: the meters are free, but many of those blocks are closed

The Greater West Chester Chamber of Commerce's Hometown Christmas Parade is Friday, December 4. The tree lighting on the Historic Chester County Courthouse lawn starts at 6:30 p.m., and the parade steps off at 7. According to Downtown West Chester's December First Friday listing, that night is also the month's First Friday, with stores and restaurants taking part and many shops holding sales and staying open late.

Because it's a First Friday, on-street parking is free after 5 p.m. The problem is where those free spaces are. The 2026 route and closure list haven't been published yet. For reference, Daily Local News reported that the 2025 parade covered about a mile, starting at Market and New, heading east toward Matlack and looping back west on Gay Street. Streets closed from 4:30 to 10 p.m. Last year's closures included:

  • West Market between New and Bradford, used for staging
  • High between Gay and Market, and High between Chestnut and Miner
  • Gay between Matlack and New
  • Market between Matlack and Bradford
  • Walnut between Chestnut and Miner
  • Church between Chestnut and Market
  • Darlington between Chestnut and Wollerton Alley
  • New between Chestnut and Market

Those are 2025 closures, and this year's could be different. The 2026 participant page still puts assembly on West Market from New Street to Bradford Avenue, with floats and vehicles entering at West Market and Bradford, which suggests the parade will start in the same place.

If 2026 follows the 2025 pattern, the closures begin half an hour before the free meters do, and they cover most of the downtown core. That leaves the free First Friday spaces on the outer blocks, and the garages are where most parking remains. No special parade-night garage fee has been announced, so for now the standard rates apply, with the $9 seven-hour maximum. Check the Borough's announcements in the days before December 4. That's when the 2026 closure list should appear.

Christkindlmarkt: free streets in the morning, $20 in every Borough garage

The 7th annual Christkindlmarkt comes back to Gay Street on Saturday, December 12, from 11 a.m. to 6 p.m. The West Chester Downtown Foundation presents it, the Chester County Art Association and Downtown West Chester host it, and it brings more than 100 vendors of handcrafted and locally designed goods. Admission is free, and it goes on rain or shine. The market covers Gay Street between Darlington and Matlack and Church Street between Gay and Chestnut. Those blocks close to cars all day, while every other cross street stays open.

The parking rule for this one is the reverse of Thanksgiving weekend's. Every Borough-owned garage and parking lot, including the Bicentennial and Chestnut Street garages, charges a $20 special event fee per car that day. All other on-street spaces and garages keep their usual rates.

On a Saturday, the usual street rate is nothing until 5 p.m. So from the 11 a.m. opening until 5, a street space outside the closed blocks costs nothing, though the three-hour limit still applies. A Borough garage costs $20, more than double the $9 that buys seven hours there on a normal day. At 5 p.m., street enforcement starts again at $1.50 an hour, with an hour of market left.

Holiday date On-street meters Borough garages and lots
Fri, Nov 27 Free all day Standard rates
Sat, Nov 28 Free all day Standard rates
Sun, Nov 29 Free all day Free, except Justice Center Garage
Fri, Dec 4, parade and First Friday Free after 5 p.m., but core blocks likely closed Standard rates, no special fee announced
Sat, Dec 12, Christkindlmarkt Free until 5 p.m., then $1.50 an hour $20 flat fee per car
Any other December Sunday Free all day Free, except Justice Center Garage

The calendar overlaps on December 12, too. Santa's Express runs that day, leaving from 230 E. Market Street. If your family has train tickets for that Saturday, the $20 garage fee applies even though you're there for the railroad. The next morning, Sunday, December 13, the Christmas Tree Train makes its last 8 a.m. run of the season. It also runs December 6. Both are Sundays, when garage and street parking are free.

Why a Sunday or a Saturday morning beats the headline deals

Across all three events, the free parking you can count on comes from the regular schedule. Sundays are free in the street and in the garages, Saturdays are free on the street until 5, and First Friday evenings are free on the street. The holiday announcements either add a few hours on top of that, as on Black Friday, or put a flat fee on the garages, as at Christkindlmarkt. The one night with free meters and big crowds, December 4, is also the night the parade is likely to close the most downtown streets.
